The Government Contracts Manager will report to the Director of Contracts Management and play a central role in the management of a dynamic portfolio of over 100 government contracts across all programs and divisions within the agency. This position will be responsible for proposal development, reporting and contracting in a high-volume, fast-paced environment, working collaboratively with senior and mid-level program and fiscal staff and external stakeholders. S/he will further the agency’s mission and manage CCCS’ portfolio of government contracts which support a range of services in New York City and the seven counties of the Lower Hudson Valley.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Manage and/or carry out pre-award activities as they pertain to the processing of RFPs to include: reviewing RFPs, meeting with staff to review RFP requirements, attending pre-proposal conferences, working with departments to develop responses to RFPs, preparing/collecting/composing administrative and programmatic responses for proposal submissions, conducting research as needed, editing/proofing materials, ensuring proposals are submitted timely and accurately, and following up to ensure documentation and recording of submissions.
Manage and carry out post-award activities, including coordinating and ensuring timely completion and submission of all reports for assigned contracts (programmatic, statistical, fiscal, MWBE, EEO, etc.)
Monitor contract compliance, assisting programs with responses to site/monitoring visits and evaluations
Participate in preparation of subcontracts and other associated agreements, as needed
Manage ongoing communication with funders on contract-related questions, training, expectations, modifications etc.
Support the maintenance of a centralized calendar for reporting deadlines and assist with management and updating of online and internal systems for government contract management, including CS Contracts SharePoint database, NYC Passport, NYC DYCD Connect, NYS SFS and other systems as required by funder
Develop subject matter expertise in CCCS program areas.
Visit program sites, observe program operations, develop professional relationships with staff, funders and key stakeholders, attain familiarity with relevant policy issues and research, understand and take the lead in communicating with and reporting to government funders on these programs.

Position Type and Expected Hours of Work:
This is a full-time position. Days and hours of work are generally 9:00 AM to 5 PM Monday - Friday.Additional hours may be required to meet deadlines, or related needs.
Qualifications
Education and/or experience required:
A Bachelor’s degree required, a Master’s degree preferred.
Minimum 3-5 years' related work experience in contract management is required.
Experience preferred in working with NYC Department of Youth and Community Development around contracting and reporting.
Experience in writing, editing and efficiently reviewing written material is strongly preferred.
Skills, Licenses, and/or competencies required:
Exceptional writing skills required, with the ability to quickly produce prose that is clear, concise, accurate, and lively under tight deadlines and with a high level of professionalism and effectiveness.
Familiarity with budgets, statistics, and outcome measures as they relate to youth services programming in NYC is needed
Candidate must have strong computer skills (Microsoft Office Word, Outlook, and Excel) and ability to navigate government-related contract management systems (e.g., PASSPort, SFS, grants.gov), be detail-oriented and self-motivated, with good problem-solving and time-management skills
Strong organizational and administrative skills are required. Candidate must be able to work on multiple tasks, work with schedules and under tight deadlines.
Flexibility, strong interpersonal skills and ability to work as a team member are critical.

Frequently sit for long periods attending meetings.
The pay range for this position is $75,000.00 to 90,000.00 per year. Salary is commensurate with experience.
