Summary:  The Refugee Resettlement Department at Catholic Charities Community Services (CCCS) provides assistance to newly arrived families from diverse backgrounds who are resettling in New York City and the Lower Hudson Valley. The job developer will perform employment support services and make job placement for clients in accordance with requirements set by the Department of State, the Office of Refugee Resettlement and the NY State Bureau of Refugee Services. 
 
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Job Development, Job Placement, and Retention 
•    Conduct required direct job placements in coordination with client and employer. 
•    Assist clients with all aspects of job preparation, including completing job applications, preparing resumes for all employable adults, conducting mock job interviews, appearance counseling, and navigating the public transportation system. 
•    Verify and document hourly wage and employment placement information in accordance with program guidelines and enter data appropriately. 
•    In accordance with federal and state program guidelines, conduct post job placement follow-up with clients and employers at prescribed intervals. 
•    Serve as a resource for refugees and employers to troubleshoot post-placement issues and monitor post-placement retention, intervening and supporting when necessary.
•    Assess clients with various immigration statuses’ ongoing employment needs through in-person and virtual visits, including opportunities for job upgrades and interest in vocational training and career development opportunities, and provide one-on-one assistance. 
•    Utilize internal online tools and databases to document the number and type of placements made to ensure program-specific goals are on track. 
•    Ensure a wide range of jobs are available to our client’s level of ability – especially positions for English Language Learners and those with minimal or non-U.S. work experience.
•    Establish and build working relationships with area employers by attending job fairs and responding to employment advertisements across New York City and Westchester. 
•    Negotiate and advocate with the workforce field, business community, and employers on behalf of clients and serve as a support for refugee employment on issues such as salary/wages.
•    Identify potential barriers to early employment and develop a comprehensive action plan for each employable adult.
•    Communicate effectively with case management and training staff regarding workforce development challenges to provide holistic service provision. 
•    Counsel clients on U.S. workforce expectations, including understanding payroll procedures, tax withholding, payroll deductions and benefits packages. 
•    Work as part of a team to provide comprehensive trauma-informed, strength-based services to clients through coordination of cases and effective communication between team members and departments.
•    Accompany clients to job interviews as needed, and if appropriate.
 
Administration
•    Update and maintain all program rosters, electronic case note systems, and physical case files throughout the service period using various internal and external databases. 
•    Write detailed case notes in a timely manner and maintain copies of documents and reports in internal database and case files.
•    Track required job-related, client-specific data in respective data tracking workbooks and spreadsheets.
•    Keep aware of timelines and proactively contact clients on a weekly basis.
 
Qualifications
Education and/or experience required:
•    A bachelor’s degree in social work, education, or a related field of study is required. 
•    At least 3 years of experience working in a human services field, preferably with immigrants or refugees.
Skills, Licenses, and/or competencies required:
•    Highly motivated self-starter with strong problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.  
•    Excellent organizational skills, communication (oral & written), and interpersonal skills. 
•    Ability to manage deadlines and high-volume communication in a fast-paced environment.
•    Proficient in Microsoft Office applications (Word, Excel, Outlook, SharePoint, etc.)
•    Proficiency in presentation development and facilitation using various tools including Canva, Prezi, PowerPoint, Google Slides, or Ceros. 
•    Ability to work and communicate effectively and sensitively in a multicultural environment. 
•    Fluency in English and a second language commonly spoken by client population (Spanish, French, Haitian-Creole, Dari, Pashto, Arabic, etc.) preferred.
 
Position Type and Expected Hours of Work:
This is a full-time position that requires a willingness to travel as needed to sites in Westchester and NYC.  Days and hours of work are generally 9:00am-5:00pm Monday - Friday.  Some weekend and evening hours, if needed. 
 
Working conditions and physical demands required:  
The demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  
•    Ability to travel regularly throughout the service delivery area using reliable transportation, traversing streets, ascending/descending stairs, and exposed to outside weather conditions.  
•    Remain in a stationary position at a workstation and use a computer approximately 60% of the time, with 40% of time spent in the field.
•    ***COVID-19 Adjustment: Position will have a hybrid work schedule. Updates to protocol are implemented on a regular basis.
